Der Fernunterricht muß weiterentwickelt werden, und die abgelegenen Gebiete müssen in die gemeinsame wirtschaftliche und soziale Entwicklung einbezogen werden. It is not, however, just a question of technical equipment. It is also a question of developing new teaching methods and distance learning. Es geht hierbei jedoch nicht ausschließlich um die technische Ausstattung, sondern auch um eine neue Pädagogik und die Weiterentwicklung des Fernunterrichts.
